ES File Explorer or WPS Office if inbuilt in your phone use it to open the zip file and click the XML file

Open ES File Explorer locate the theme long press and click the 3 dots then click extract, select location for file
Then go to your blogger dashboard click theme, backup and restore
then click upload file enter documents you can open the file through WPS Office or rather click ES File Explorer then locate the theme which is in (.xml) format
Click upload
Then view your theme has been uploaded successfully
